   I can’t find any reference to this supposed treaty from anywhere other than the Minnesota Free Market Institute.

   I would think that such a document would be much more readily publicized by someone other than this one man who is a climate change expert.

   It is rare that the president signs these treaties. Treaties are typically signed by an ambassador.

   Every treaty that is signed must pass through Congress to be ratified. The treaty has ZERO bearing or validity UNTIL it has been ratified.
